Sylvain has 20 over years of international experience in Energy industry and currently serves as President, Chief Executive Officer of Geostock Sandia.
Before joining GKS, Sylvain spent more than two decades in TotalEnergies, where he served in positions of increasing responsibilities including Managing Director for utility-scale renewable energy projects in the US, Regional Exploration Manager for the Americas, and Director of Business Development in the Congo.
During the early stages of his career, Sylvain implemented midstream solutions for Utica (Ohio) 1.5Bcfd gas processing, NGL fractionation and condensate stabilization. He was a Senior Financial Analyst for Acquisition and Divestiture of upstream, midstream, and downstream assets worldwide and he held several geosciences roles in the Middle East, Africa, and North America.

Sylvain holds Executive MBA from Jones Graduate School of Business at Rice University, a Master of Science from IFP School, France (Major in geosciences) and a Master’s degree from School of Mines, Nancy (Major in engineering).
Dan Collins, Sr Vice President of Geosciences at Geostock Sandia, is a Subject Matter Expert (SME) in Underground Injection Control (UIC), specializing in Class I, II, V, and VI injection wells, subsurface analysis, and regulatory rules and regulations. He brings over 40 years of experience in consulting and geological research, with a strong focus on analyzing subsurface technical data for consulting, major chemical, and petroleum companies. His extensive project management background includes working with Safe Drinking Water Act (SDWA) and Resource Conservation and Recovery Act (RCRA) impacted units.
At Geostock Sandia, where he has served as SVP of Geosciences since 1997 , Mr. Collins provides principal consulting for Class I hazardous and non-hazardous deepwell disposal sites and Class VI carbon sequestration facilities. He is skilled in conceptualizing and designing injectate and groundwater flow models, organizing project work teams, interpreting and mapping subsurface geology/stratigraphy, and conducting aquifer test analyses. He has provided principal technical consulting and project management for the first-in-kind carbon sequestration pilot demonstration project in the United States and direct award DOE projects. His career highlights also include analyzing well and reservoir performance for saltwater injection wells as part of the DOE West Hackberry Life Extension II project.
Prior to Geostock Sandia, Mr. Collins was a Project Director at DuPont Environmental Remediation Services, managing 15 Class I hazardous and non-hazardous deepwell disposal sites and 10 facilities under RCRA corrective action. He also held Senior Geologist roles at Exxon Co., USA, focusing on oil and gas exploration and field development. He holds a Master of Science and Bachelor of Science in Geology from the University of Delaware and is a Registered Geologist in Arkansas, Louisiana, Mississippi, and Texas.
William “Bill” Armstrong, P.E., Sr Vice President of Engineering at Geostock Sandia, For 40+ years, Bill has been at the wellhead — designing, drilling, installing, and rehabilitating the injection wells, hydrocarbon storage wells, and Class VI CO₂ sequestration wells that quietly keep American industry running and increasingly, decarbonizing.
A relationship that speaks for itself: Bill has served as the lead injection well consultant for the Burns Harbor steel mill in Indiana since 1986 — a partnership that has continued seamlessly through five corporate identities: Bethlehem Steel – ISG – Mittal Steel USA – ArcelorMittal – and today, Cleveland-Cliffs Burns Harbor. That’s 39 years of trusted Class I injection well consulting, engineering, and field support — the kind of long-term relationship GKS is built on.
Since joining Geostock Sandia (GKS) (formally Sandia Technologies, LLC) in 2001, Bill has led:

Before joining Geostock Sandia, Bill served as VP / Operations Manager at Texas World Operations and held engineering roles at Cockrell Oil and Phillips Petroleum’s R&D group. He’s a Licensed Professional Engineer (Texas), with degrees in Chemical Engineering (Louisiana Tech University) and Biology (University of Arkansas at Little Rock) — grounding 25+ years at GKS.
Jorge Palencia is a bilingual finance and accounting professional with extensive senior-level management experience in corporate and public sectors.
Adept at navigating complex financial landscapes, he has led cross-functional teams and implemented strategic processes to ensure compliance, optimize cash flow, and drive business growth.
As Chief Financial Officer at Geostock Sandia, Jorge oversees finance and administration, regulatory compliance, and employee benefits while liaising with Geostock’s European headquarters.
His previous roles, including Financial Manager at Genan, and senior positions at WIN Group, highlight his expertise in financial reporting, forecasting, tax strategy, and international operations. With a keen eye for detail and a proactive approach, Jorge thrives in dynamic environments, offering leadership that balances technical precision with strategic vision.
He holds a Bachelor of Science in Accounting from Louisiana State University.
